The Greenfield Public Library is excited to announce that it will eliminate overdue fines on most materials beginning June 1, 2025. This decision, approved by the Library Board, underscores the library’s ongoing commitment to equitable access for all members of the community.
The Library Board felt that eliminating fines is a step toward the greater good. They believe the value of access to library services, collections, and welcoming spaces far outweighs the impact of overdue fines on individuals and families. This change helps ensure that everyone can benefit equally from all the library has to offer.
The fine-free policy is expected to encourage more residents to use the library’s educational, recreational, and enrichment resources, boosting library card sign-ups and increasing circulation.
The Library Board understands how vital it is to provide access to learning, information, and a safe, inclusive gathering place.
The library’s overdue fines previously accounted for just 0.0006% of its annual budget. The cost of processing and enforcing fines often outweighed the amount collected. The Board reviewed other public library experiences and learned that going fine-free does not lead to an increase in lost or unreturned materials.
Patrons are still encouraged to return materials on time to keep items available for others. The library will continue to send reminders by text, email, or phone based on a patron’s preferred contact method.
What You Need to Know:
• Overdue fines will no longer apply to most materials.
• Items not returned will still incur a replacement fee.
• Accounts with lost items must return them or pay the replacement fee before borrowing more.
• Reminders will continue to be sent for due dates and overdue items.
• Items borrowed from other libraries may still be subject to fines, based on that library’s policies.

Why is the library going fine-free?
The Library Board wants Greenfield Residents to feel welcome and able to use the library without the barrier of overdue fines. Eliminating fines supports equity and improves access to library services and materials.
Won’t this lead to people not returning books?
Public libraries that have gone fine-free report no significant increase in late returns. In fact, many see improved return rates and more patrons coming back after avoiding the library due to past fines.
How will the library make up for the lost revenue?
Overdue fines made up a very small portion of the Greenfield Public Library budget—0.0006%. The Board has planned for this transition and are offsetting the difference through budget adjustments, increased efficiencies, and potential grants or donations.
Are there items exempt from the fine-free status?
Yes. Due to the unique nature of the following collections, fines still apply when returned late:
Explore Passes
Laptops
Library of Things
Video Games
Wireless Hotspots
What happens if someone never returns an item?
The Library will still charge replacement fees for lost or damaged materials. Reminders will be sent to encourage timely returns, and accounts may be blocked if items are not returned.
Can I still return overdue items?
Absolutely! We encourage you to return any overdue items—even if they’ve been out for a long time. There are no fines - there is no shame - just thanks.

All Greenfield Residents. Especially families, students, and low-income patrons who might avoid the library because of unpaid fines. This helps us fulfill our mission of free and equal access to all.
